Itanagar: Chief Minister Pema Khandu led a cabinet meeting on Friday, July 17, that triggered three major statewide overhauls. The government launched CM CARES, or the Chief Minister's Comprehensive Action for Resilient, Equitable & Healthy State, to bundle social protection and medical care into one framework. It aims to push the state from reactive treatment to the Holistic Ecosystem for Active Living and Wellness (HEAL) model.

Healthcare funding is climbing. The cabinet added Rs 2.5 lakh to existing coverage for kidney, liver, and bone marrow transplants under the Chief Minister Arogya Arunachal Yojana. These funds supplement the Chief Minister Organ Transplant Services. The state is also adding corneal and cochlear implants to the supported procedures. Officials are building guest houses and referral services to help patients. They are targeting childhood developmental disorders, including Autism Spectrum Disorder, with new screening and intervention tools.

Drug abuse is under fire via Mission SURAKSHA, the State Unified Response Against Drugs, Substance Harm & Addiction. This mission organizes prevention, recovery, and law enforcement into three pillars: Demand Reduction, Harm Reduction, and Supply Reduction. The state will deploy district-level task forces, rapid response flying squads, SATARK mechanisms, and the Sankalp community reporting system to battle addiction. The government stated, "The mission would adopt a whole-of-government and whole-of-community approach involving NGOs, civil society organisations, community-based organisations, panchayats and urban local bodies."

Finally, the government kicked off Ayushman Aarogya Shivir. This is a 30-day state-wide integrated health campaign. It hits remote areas hard. These camps provide immunisation, maternal care, eye and oral health, nutrition, and mental health services. It is the core of the push for a TB-free state. Khandu urged officials to adopt TB patients under the Ni-kshay Mitra program to help finish the job.
