Itanagar: Arunachal Pradesh MLA Toko Tatung brought the Keyi Panyor Mission Plan 2040 to the Global Conscious Food Systems Summit in Paro, Bhutan. He represents the 16-Yachuli constituency. The mission focuses on local knowledge, biodiversity, and human well-being. It spans 20 sectors, including healthcare, agroecology, and tourism.
Tatung is the first legislator from Arunachal to join this summit. It involves 65 countries. Leaders like former Irish President Mary Robinson and UN officials attended. The event is hosted by Bhutan, the UNDP, and the Conscious Food Systems Alliance.
The plan launched on August 15, 2026. It rejects short-term political cycles. It looks ahead to 2040. Tatung argued that development must merge academic science with traditional wisdom. "Wisdom comes from listening: to the people, and to the traditional ecological wisdom of Indigenous communities," he said. He connected food systems directly to the reality of climate change. A flood is not just an international topic. It destroys a person's home and livelihood.
Keyi Panyor aims to become India's first Bio-Happy District. This concept stems from agricultural scientist M.S. Swaminathan. The M.S. Swaminathan Research Foundation and the Participatory Action Research Coalition of India are current partners. They work on natural agriculture and community planning.
Education efforts are already active. Over 90% of government teachers attended cluster workshops under the Comprehensive Action Plan for Education. Anganwadi workers are also targeting childhood nutrition. Tatung insisted the project must outlive his own career. He wants the community, not the politician, to own the vision. The future requires a long view. Development cannot exist on a five-year horizon.

Tatung appeared on the summit panel titled Rising to the Moment: Igniting Consciousness to Address the Polycrisis. He shared the stage with UN Human Rights Office representative Mara Lisa Arizaga, Global Environment Facility head Chizuru Aoki, and listened to a video address from spiritual leader Mata Amritanandamayi. The broader summit agenda featured high-level figures including former UN Secretary-General Ban Ki-moon and the Prime Ministers of Bhutan and Sri Lanka.
The MLA rejected the idea of chasing urban models. He told the gathering that he does not want Keyi Panyor to become a smaller copy of Delhi or Singapore. Instead, he wants the district to reach its own full potential.
Tatung added that conservation must pay off for the people living on the land. He argued that agroecology and forest protection should produce dignity and livelihoods, ensuring communities prosper alongside the biodiversity they maintain.
