Nagaland Moves to Digitize Pension System After Delays

Kohima: Nagaland is building a digital pension system to stop chronic payment delays. Chief Minister Neiphiu Rio announced the move in the state Assembly on September 3. He formed a committee to audit the process after MLA Nuklutoshi flagged major issues with retirement benefits.

Pensioners wait too long. Rio blamed this mess on poor procedural compliance and bad guidance for workers. Departments often issue release orders late. They also dump papers on the Accountant General in bulk instead of sending them individually. This piles on the work.

Existing rules demand that pension files arrive at the Accountant General office six months before retirement. The system fails to meet this target. General Provident Fund withdrawals stall because files drift through too many levels of bureaucracy. Incomplete paperwork, missing sanction orders, and the need for death or succession certificates cause constant returns.

Nuklutoshi pushed for a better way forward. He insisted that retirees face real danger when money stops. Nuklutoshi said, "pension was a rightful entitlement earned through years of public service and that delays could cause serious hardship to retirees, particularly in meeting household and medical expenses."

The legislator wants service records verified two years before retirement. He also wants strict accountability for pending files. Nuklutoshi urged the state to borrow models from other northeastern states that already track pensions online. Rio says his committee will now tackle these procedural failures to get the money moving.
