Nagaland Launches Yarn Bank to Support State Handloom Weavers

Kohima: Nagaland Chief Minister Neiphiu Rio launched the Chief Minister’s Yarn Bank Scheme on Friday. The facility sits at the District Industries Centre in the State Industrial Park, Toluvi, Dimapur. It provides cotton, eri silk, muga silk, bamboo fibre, and other blends at mill-gate prices. The government adds a 15 per cent subsidy to these costs.

This initiative marks a shift in state policy. It aims to aid 5,000 to 10,000 weavers annually. Rio launched the program virtually from his residence in Kohima during the 12th National Handloom Day. He called weavers the backbone of the state sector. "Access to good-quality natural yarn at affordable prices has remained a major concern," Rio said.

Artisans previously faced high travel costs to buy supplies. This reduced their overall income. Under the new rules, eligible weavers must hold a valid Yarn Pass Book to access the material. They also require a Handloom Mark Identity Card and must be at least 18 years old. Registration occurs via a mobile app with verification linked to state census records. Cooperative societies with ten or more members may also apply.

Hekani Jakhalu, Advisor for Industries and Commerce, backed the move as a long-term necessity. The department plans to maintain transparency. They will use a digital dashboard for tracking inventory and subsidies. The system includes third-party audits, district-level monitoring, and a toll-free helpline. The government hopes to bolster rural economies while protecting traditional Naga textiles.
