Aizawl: The Mizoram Public Works Department started issuing 7.4 crore in extra payments to 185 landowners. This cash settles claims for the Aizawl bypass road running between Sihhmui and Muallungthu. The project implementation unit aims to finish the payouts by October 23. This move follows a warning from the Aizawl Bypass Road Western Side Landowners Welfare Association to halt construction by November 1 if their terms remained unmet.
The department sanctioned a total of 13.3 crore for this phase of supplemental pay. Officials previously distributed an initial round of funds last December. The construction falls under the PM-DevINE scheme. Landowners have pushed back against the project for months. They cite ongoing issues with land acquisition and how the state uses the dirt. On October 6, the association alleged the government obscured facts regarding the 348 affected people.
The group noted discrepancies between official data and responses to Right to Information queries. They claimed over 100 people still awaited cash despite state records stating only 17 remained unpaid. The association demanded full transparency. They want a published list of all beneficiaries and exact payment amounts. An association representative stated, "The association had sought the release of Rs 7.4 crore in compensation by the end of October and called for greater transparency in the payment process."
Landowners also want immediate measurements for those choosing Land Settlement Certificates over money. Other demands include settling claims for impacted stone quarries, proper dumping of excavated earth, and payments for crops destroyed by landslides or debris.

The new source material does not contain any genuinely new facts. The details regarding the payment timeline, the total sanctioned amount, the specific number of affected people, and the list of landowner demands were already detailed in the original report.
