Manipur Cabinet Approves Climate Centre and Fire Safety Overhaul

Imphal: Chief Minister Yumnam Khemchand Singh chaired a cabinet meeting Tuesday at the Secretariat in Babupara. The state government approved a new State Climate Centre. It falls under the City Investments to Innovate, Integrate and Sustain (CITIIS 2.0) programme.

This initiative runs from 2023 to 2027 under the Smart Cities Mission. It targets circular economy goals, waste management, and climate resilience. The centre will serve as a hub for scientific planning and infrastructure development. Officials want to integrate climate-resilient strategies into urban governance.

The cabinet also passed the Manipur Fire and Emergency Service Ordinance, 2026. This replaces outdated safety laws. It creates a modern framework for prevention and emergency response. Procedures for citizens seeking rescue services should become simpler.

Zoning laws changed, too. The cabinet cleared amendments to the Unified Zoning and Land Use Regulation Bye-Laws for 2026. These tweaks cover the state's Master Plan Areas. They aim to cut red tape and make doing business easier. The changes seek to speed up planned urban growth.

After the session, the Chief Minister met with the Director General of Police and the Home Commissioner. They reviewed internal security and disaster preparedness. Singh noted the state is working toward "transparent, responsive, and people-centric governance." The government says these steps will boost public service delivery and state infrastructure.
