Dimapur Street Vendors Association Defends Sunday Fines

Kohima: The Street Vendors Association Nagaland (SVAN) sparked public outrage after levying fines on traders during Sunday hours in Dimapur. District officials and the Confederation of Nagaland Chamber of Commerce and Industry (CNCCI) recently blasted the move. They stated no private group has the legal power to close businesses or collect penalties. Sunday has no official trade ban.

SVAN President Kughato Zhimo held an October 16 press conference to answer the critics. He insisted the group followed its own constitution. The association felt forced to act due to persistent complaints from local churches and residents. Zhimo explained the pressure. "Why we had to take steps on Sunday is because there is immense pressure from the churches and from the public on our office," he said.

SVAN vice president Shikiho Ayemi confirmed the group warned traders for two straight Sundays before issuing fines. The group issued verbal cautions first. The next step involved monetary penalties. Future infractions will result in terminated memberships. SVAN claims it represents 40 percent of the Town Vending Committee led by the Dimapur Municipal Council.

General secretary Dr. Subonglemba Aier argued that rogue groups often exploit vendors on Sundays. These outsiders allegedly charge between Rs 500 and 1000 before vanishing. Aier claims their enforcement protects vendors from these predatory actors. He also denied claims of forced enrollment. SVAN maintains that registration provides vendors with safety kits, welfare support, and legal help via the National Association of Street Vendors of India (NASVI). The association urged all vendors to report harassment to their office immediately.
