Guwahati: Assam Chief Minister Himanta Biswa Sarma launched the Electronic Transfer Randomisation System on October 23. This digital portal aims to clean up the transfer and posting process for the Department of Environment, Forests and Climate Change. The National Informatics Centre built the system quickly. It replaces manual oversight with a systematic approach.
The first phase affects 2,137 personnel. The rollout covers six specific job categories: Deputy Rangers, Foresters Grade-I and Grade-II, Forest Guards, Fixed-Pay Workers, and Game Watchers. Officials say the goal is to drive transparency, fairness, and workforce efficiency. According to the Chief Minister's Office, the system has already "facilitated transfers for 2,137 eligible personnel."
The system prioritizes workers who logged three years at their current station. Planners want to cycle staff through the Wildlife, Territorial, and Social Forestry wings to broaden their expertise. Certain groups get special treatment. Employees aged 58 or older have their transfer preferences weighted heavily. The department also keeps Fixed-Pay Workers and Forest Guards near their original postings when possible.
Exemptions apply to personnel under suspension or those dealing with pregnancy or serious medical issues. Specialized staff essential to wildlife management stay put. Divisional Forest Officers must now download all transfer orders directly from the portal and hand them out immediately. Staff who have not hit the three-year mark are also excused from this round of movement.
