Guwahati: The Assam Cabinet overhauled the state's property registration framework on July 25. Officials aim to stop fraud and boost transparency. Chief Minister Himanta Biswa Sarma confirmed the new rules force mandatory registration for a wide range of documents. These include agreements for sale, development agreements, and property-related powers of attorney. Short-term leases, equitable mortgages, sale certificates, and bank guarantees are now also included. Partnerships involving immovable property and transfers linked to mergers or demergers must also be registered.
Sarma said the state will roll out virtual and faceless registration. The government expects these safeguards to protect buyers and banks. Meanwhile, the state is cutting costs for small borrowers. Cabinet members approved a stamp duty waiver for loans up to Rs 10 lakh. This applies to self-help group members under the Assam State Rural Livelihoods Mission. Borrowers can use banks regulated by the Reserve Bank of India, including commercial, regional rural, and cooperative lenders.
Changes hit medical admissions, too. The cabinet amended recruitment rules for state medical and dental colleges. They added one MBBS seat for students from the Moran, Matak, Koch Rajbongshi, Tai Ahom, and Chutia communities. Orphans domiciled in the state receive two reserved MBBS seats. Students living in Assam for three generations now qualify for state quotas even if they finished school elsewhere. Regarding the new policy, Sarma stated, "The service rules shall regulate the recruitment and the service conditions" of Medical Officers (Ayurveda).
This covers the newly approved Assam Ayurvedic Health Service Rules, 2026. Finally, the state tapped the National Agricultural Cooperative Marketing Federation of India to handle food procurement. NAFED will buy masur dal and sugar for the Public Distribution System from October 2026 to March 2027.
