Agartala: Tripura Chief Minister Manik Saha met at the Tripura Institute for Transformation on July 27 to order a massive shakeup of state land records. He wants efficiency. The meeting targeted long-standing hurdles in land administration, specifically focusing on the rollout of an automatic mutation system to stop government office bottlenecks. Saha noted that the state needs to "study auto-mutation system from other states for its implementation in Tripura."
The plan cuts through red tape. It aims to update property rights immediately after transactions occur. The Chief Minister also wants the Revenue Department to seek cabinet approval for legal changes allowing individual mutation of apartment flats, a move currently blocked by the 1960 land law. Officials must now finalize the digital demarcation of 500,000 pending plots via the BHUNAKSHA project and map 131,000 forest patta plots using advanced survey tools.
Tech drives the agenda. The NAKSHA project will start ground-truthing in Agartala soon to fix urban land records. Meanwhile, the Agri-Stack initiative will build a verified farmer registry and create geo-referenced farm maps. The state also intends to reform tea estate management by cutting litigation and promoting tourism on vacant land to pull in private cash.
Saha demanded that all eight districts coordinate closely to meet these deadlines. The review included Secretary to the CM Kiran Gitte, Revenue Secretary Milind Ramteke, and Additional Secretary Subhash Chandra Saha. District Magistrates joined via video link. The goal is simple: fix the books, cut the wait times, and force the system to work for the people.
