Kohima: Nagaland Chief Minister Dr. Neiphiu Rio inaugurated the Lhisemia multipurpose building on Saturday. Located at Khrabvübozou, L. Khel, the facility stands as a local landmark. Rio told the crowd that government funds alone cannot build a better society. He praised the community for its work and noted that success and development "reflect directly on the cooperation, togetherness and mutual understanding between the leaders and the communities."
The project moved forward despite limited state backing. Community members provided cash and supplies to improve the final result. Rio urged other groups to stop waiting for handouts and instead work together for local growth. During the event, the Chief Minister addressed the Naga political issue. He also spoke on the Protected Area Permit, the Inner Line Permit, and the Register of Indigenous Inhabitants of Nagaland. He pointed to Article 371A of the Indian Constitution, which protects customary laws regarding land and resources.
Former Chief Minister Shürhozelie Liezietsu attended the ceremony. He noted that Lhouvizolie Tsiekhanuo and his family donated the land. Liezietsu challenged the youth to embrace traditional values and stand for truth.
