Aizawl: Mizoram Chief Minister Lalduhoma broke ground for a new Mizo Hmeichhe Insuihkhawm Pawl building at Treasury Square in Aizawl on August 17. He praised the group as a pillar of society. The organization shapes youth and strengthens local social institutions. Lalduhoma told the crowd that these groups need dignified infrastructure to run effectively.
He pushed the women's group to find ways to stand on their own feet. He wants them to reach financial self-sufficiency to fund their own work. The government plans to keep backing the MHIP, but he expects greater independence in the long run. Lalduhoma noted the group was a driving force behind the Mizo Marriage, Divorce and Inheritance of Property Act, 2014. The Ministry of Women and Child Development gave the group the Nari Shakti Puruskar in 2016 for their work.
The Chief Minister also explained the new Financial Advisory System. This change gives departmental secretaries more power to speed up projects. He wants better coordination between stakeholders. He stated, "Projects taken up under the Special Assistance to States for Capital Investment scheme should be settled before funds are allocated for new projects." He expects efficiency moving forward.

Lalduhoma noted that groups like the MHIP address social concerns and provide guidance to young people in areas often beyond the reach of government agencies. He identified the MHIP as the state's apex women's organization and one of the largest voluntary groups in Mizoram.
Regarding the shift in state project management, the Chief Minister specified that the goal for the Financial Advisory System is to ensure earlier projects funded under the Special Assistance to States for Capital Investment scheme reach completion before new money gets tapped.
