Imphal: Delhi Police Crime Branch officers arrested RK Regan Singh on Friday. The 35-year-old allegedly works for the banned People’s Liberation Army of Manipur. The Western Range-I team caught him in the Yusuf Sarai area of South Delhi. He went by the alias Gandhi.
Singh faces two charges under the Unlawful Activities Prevention Act. Manipur Police registered these cases at the Thoubal Police Station in 2024 and 2026. Delhi Police handed him over to a transit team from Manipur for further questioning.
Inspector Prakash Chand started the hunt on September 3. He received word that a Meitei militant was hiding in the city. ACP Rajkumar and DCP Harsh Indora managed the case. The team used technical surveillance and local intelligence to track the target. They initially checked AIIMS but found no match. The search expanded to hotels and public areas in Safdarjung Enclave, Green Park, and Yusuf Sarai.
Officers reviewed CCTV footage and did field work. They struggled because they lacked a recent photo of the suspect. They stopped a man in Yusuf Sarai who looked the part. He lied about his name and denied any militant ties during initial questioning. Police confirmed his identity after sending his photo to Manipur authorities. Officials reported that the suspect confirmed his roots: "the accused subsequently disclosed his family links to a founding member of the PLA and admitted to his own alleged involvement in the banned organisation."
