Imphal: Manipur Chief Minister Yumnam Khemchand Singh ordered security agencies to identify armed groups responsible for recent civilian violence. He warned these groups face prosecution under the Unlawful Activities (Prevention) Act. The directive came during a security review meeting at the Cabinet Hall of the Chief Minister's Secretariat in Mantripukhri on November 3.

Khemchand wants results fast. He ordered officials to submit a detailed report on active groups, excluding those currently involved in peace talks. The state Cabinet may declare these organizations unlawful if they prove the groups targeted innocent civilians. Khemchand stated, "Necessary action would be initiated against groups continuing to perpetrate violence against civilians and that they would be dealt with under the provisions of the UAPA."

High-ranking officials filled the room. Home Minister Govindas Konthoujam, Chief Secretary Rajeev Singh Thakur, Security Advisor Kuldiep Singh, and DGP Mukesh Singh attended in person. Representatives from the Army, Intelligence Bureau, and state Home Department joined them. Lt. General Girish Kalia, GOC 3 Corps, participated via video conference. Attendees also included officials from the Assam Rifles, CRPF, BSF, SSB, and ITBP.
