Assam Launches Mission Basundhara 4.0 to Overhaul Land Records

Guwahati: Assam will launch Mission Basundhara 4.0 on December 25, 2026. The rollout coincides with National Good Governance Day. This latest phase aims to modernize state land records and expand ownership rights. Previous iterations already aided 3.56 lakh families. Those families gained rights over 4.53 lakh bighas of land.

The government plans a Digital Char Area Survey to map riverine regions. These records currently suffer from documentation hurdles. The state intends to use integrated digital platforms including Project Jorip, MATI, and ASOM to fix these issues. Officials say these tools will make administration more transparent. The government added that the initiative is expected to "further strengthen land governance, improve service delivery, and promote inclusive development through technology-driven reforms."

Authorities are prioritizing land issues for specific indigenous groups. This includes the Moran, Matak, Ahom, Chutia, and Koch Rajbongshi communities. Residents of the Barak Valley will also see their land concerns addressed. Beyond residential rights, the project targets economic growth. It will cut red tape for MSMEs and Khadi-based projects. Faster land allotment remains a primary goal to spark entrepreneurship. By moving to smart digital records, the state hopes to stop long delays in land administration.
