Guwahati: The All Party Hill Leaders Conference staged a massive rally in Diphu on Tuesday. Hundreds of supporters marched from the historic Karbi Club in Ronghinang to the offices of the Chief Executive Member and the Deputy Commissioner. Leaders Jones Ingti Kathar, Rajesh Tisso, Semson Teron, and Bikram Hanse led the demonstration.

The group submitted a memorandum to the President of India. They demanded immediate framing of electoral rules under Paragraph 2(7) of the Sixth Schedule. The party wants strict verification of Karbi Anglong Autonomous Council electoral rolls. They specifically asked for the removal of non-tribal voters they claim are ineligible. They also demand that all candidates hold valid Scheduled Tribe certificates.

The memorandum calls for the full implementation of Article 244(A). This constitutional provision allows for the creation of an autonomous state within Assam with its own legislature and Council of Ministers. The party also demanded the resignation of Chief Election Commissioner Gyanesh Kumar. They called for a total ban on electronic voting machines in favor of paper ballots.

Leaders linked their current struggle to the historic hill movements of the 1970s. Addressing the crowd, they affirmed their mission. "The mobilisation reflected the spirit of the hill movements of the 1970s and reaffirmed the organisation's commitment to protecting indigenous land rights, constitutional safeguards and political self-determination in Karbi Anglong," the leaders stated. The event served as a push for systemic change in the region.
