Agartala: The Tripura cabinet voted Wednesday to kill a rigid deadline that created pay gaps between senior and junior state employees. Bureaucrats previously suffered financial losses because of timing quirks within the Modified Assured Career Progression Scheme, known as MACPS. The trouble started when employees hit financial upgrade milestones between January 2 and July 1. This deferred their annual increments to January 1, leaving them trailing their juniors in total take-home pay.
Officials tried to patch the problem with a September 30, 2023, memorandum. It allowed staff to fix their pay on their normal increment dates, but it forced workers to sign off by October 31, 2023. Many missed that window. The government admitted the strict cutoff left the pay anomalies in place. The Finance department confirmed the shift in a press release on Thursday, stating: "The state cabinet, at its meeting held on Wednesday, decided to withdraw the October 31, 2023 deadline for exercising the option for pay fixation under MACPS on the date of the next increment."
Under the ROP Rules of 2017, workers earn upgrades after 10, 17, and 25 years of steady service. The new cabinet order removes the time constraint for choosing pay fixation options. It also opens the door for anyone who missed the previous cutoff to claim their benefits now. Leaders expect this change to fix long-standing salary imbalances across the state workforce.
