Supreme Court Expands Manipur Highway Blockade Case Scope

Imphal: The Supreme Court expanded its review of the National Highway 2 blockade in Kangpokpi. A three-judge bench led by Chief Justice of India Surya Kant, along with Justice Joymalya Bagchi and Justice V. Mohana, took the action after the International Meitei Organization intervened in the ongoing lawsuit. The original petition, W.P. (C) No. 961/2026, came from the Kuki Women Organization for Human Rights, a branch of the Kuki Organization for Human Rights Trust. It sought to clear the path for essential supplies reaching Kuki-dominated regions.

Senior Advocate Ngangom Junior Luwang represented the IMO. He told the bench that the NH-2 dispute connects to a wider pattern of highway closures hitting Manipur since May 2023. The organization is now pushing for the court to guarantee travel access for everyone. They want movement "without any hindrance to all National Highways in Manipur" for all citizens.

The justices ruled that the case needs more than just accusations. They demanded that all sides work toward restoring order on the state’s roads. The Court ordered the Kuki petitioners and the IMO to provide a list of blocked routes and a strategy to reopen them within two weeks. Officials also added the Union government and the National Highways Authority of India as parties to the case. The IMO now has permission to file a fresh petition detailing every road currently facing restrictions.
