Kohima: NSCN-IM Chairman Q Tuccu declared on Monday that the 2015 Framework Agreement must remain the sole basis for resolving the Naga political issue. Addressing a commemorative event in Dimapur, Tuccu stated, "Ten years have passed since the Framework Agreement was officially signed in Delhi, recognising the unique history of Naga independence and the sovereignty of the Nagas." He warned that pursuing any solution outside this pact is a futile exercise.
Signed August 3, 2015, in the presence of Prime Minister Narendra Modi, the agreement recognizes the Naga national entity and the right of Nagas to own their land and resources. It envisions peaceful coexistence between Nagas and India as two sovereign entities. Tuccu confirmed that the Government of India recognizes the NSCN-IM as the only authentic political organization of the Naga people.
The organization proposed a transitional body called the Naga Regional Territory Council (NRTC) for Naga areas in Manipur, Arunachal, and Assam. A proposed Pan Naga Hoho would manage culture, customs, and language. Despite these frameworks, final integration remains pending.
Tuccu criticized the central government for deliberate delays and alleged that New Delhi is interpreting the agreement to suit its own interests. He dismissed misinformation campaigns led by paid writers and demagogues. The Chairman also alleged that Indian leaders are utilizing colonial-based policies and inciting Kuki mercenary forces to create conflict.
Flag and constitution issues remain stalled. Tuccu insisted these symbols are constituent parts of sovereignty that must be settled through bilateral negotiations. The NSCN-IM remains committed to sovereignty and territorial integration, calling on its cadres to defend the agreement at all costs.
