Kohima: The Nagaland government formed a Working Group on Comprehensive Manpower Rationalisation to audit every state department and institution. Finance Commissioner Kesonyu Yhome issued the directive following a June 6, 2026, Cabinet decision. The team must finish its review and deliver a final report to the Finance Department within three months.
Akunu Meyase, secretary to the Government of Nagaland, leads the group as chairperson. Abeinuo Jasmine Ashao of the Finance Department serves as member secretary. The committee also includes Vechotsiyi Neinu, Thejangulie, Celine Asino Kulnu, and Phajathung Ovung.
The group will scrub staffing patterns, identify redundant roles, and suggest ways to boost multi-tasking. It will evaluate office structures and the effect of computerisation on labour needs. According to the state directive, the group will "assess the functional justification for posts presently existing in such establishments and recommend a rationalised staffing structure consistent with the fiscal consolidation targets of the state."
Departments must submit post-wise establishment data by August 7, 2026. Data requires signatures from both the Head of Department and the Administrative Head. All boards, corporations, and state-run undertakings must cooperate.
New hiring faces strict limits. Departments cannot create new posts without Cabinet approval. Vacancy filings now require vetting by the Manpower Rationalisation Committee and the State Level Committee on Expenditure Rationalisation and Revenue Mobilisation. Expanding staff now demands explicit clearance from the Finance Department.
