Imphal: Manipur officials cleared a massive list of state reforms during an August 28 meeting at the Chief Minister's Secretariat in Babupara. The Cabinet greenlit the Women Empowerment (WE)-Manipur scheme to assist 3.5 lakh women in recognized self-help groups. Eligible members get a Rs 10,000 grant in year one. Later years offer interest-free loans.
Government guidelines will arrive soon. Officials remain quiet on the total budget and payment dates. Ministers also backed three Bills for the next Assembly session. This includes the Manipur Goods and Services Tax (10th Amendment) Bill, 2026. Legislators will also see the Indian Stamp (Manipur Amendment) Bill, 2026, to hike stagnant stamp duty rates. A third proposal, the Sixth Amendment to the Manipur Town and Country Planning Act, 1975, permits construction during Master Plan drafting.
Bureaucracy faces an overhaul with the Draft Manipur Public Services Delivery Guarantee Rules, 2026. The plan forces an online portal for tracking applications and flagging delays. "The proposed rules will introduce an online system for submitting applications for government services, tracking their progress and monitoring their disposal," said the government. A new dashboard will track service speed.
The state also opened the door for athletes. The Manipur Police Special Recruitment Scheme for Meritorious Sportspersons, 2026, creates a hiring pipeline for top-tier talent. Recruits will fill 5 per cent of Group C and Group D posts reserved for athletes.
