Imphal: Chief Minister Yumnam Khemchand Singh led a cabinet meeting on August 21 in Imphal to push through a massive state policy overhaul. The government approved 1,882 new teaching positions. This count includes 742 contract roles under Samagra Shiksha and 1,140 contractual pre-primary teacher jobs.
The cabinet prioritized veterans and athletes. Officials set a 20% horizontal reservation for state ex-Agniveers in Group C positions within the Fire Service, Forest, and Prison or Correctional Services departments. They also greenlit the Manipur Outstanding Sportspersons (Special Appointment) Policy, 2026. This allows direct hiring into Group A posts for the Youth Affairs and Sports and Police departments for those with stellar records.
Infrastructure projects and laws also saw updates. The cabinet extended the New Development Bank-funded Imphal Phase-II Integrated Sewerage System project by two years. Construction must now finish by January 8, 2029. Ministers amended the Manipur Conservation of Paddy Land and Wetland Act, 2014, to allow land-use changes in Master Plan zones if plans match the layouts. Speaking on the shift toward efficiency, the state will implement the Manipur Treasury Rules, 2026, which the government stated will focus on "shifting local processes towards digital workflows and automated electronic payments while retaining core Central Treasury provisions."
Legislative work continues. The cabinet approved the Manipur Fire and Emergency Service Bill, 2026, using Union Home Ministry templates. This draft now heads to the upcoming Assembly session for review.
