KCP Accuses RIMS Imphal of Fraudulent Billing and Hiring

Imphal: The Kangleipak Communist Party (PWG) MC Unification claims massive financial fraud at the Regional Institute of Medical Sciences in Imphal. The outfit alleges the hospital director, staff, and an outsourcing firm named CRED colluded to inflate bills and siphon off public funds. The group's Anti-Corruption Task Force scrutinized billing records from January 2024 to uncover the scheme.

Billing discrepancies suggest phantom employees. One invoice for 93 unskilled and four skilled workers totaled Rs 21,22,972.80. A separate demand for 247 unskilled workers, 28 skilled workers, and two two-wheelers reached Rs 62,19,916. The outfit noted that while one bill listed 372 workers with Aadhar and EPF data, official records for January 2024 only showed 351 subscribers.

EPF rolls included people not employed at the hospital. PRO Chingkheinganba said, "Rajkumar Mangalsana Singh is shown as Serial Number 268 and he was working as supervisor at Thoubal District Hospital at the time of the records." Records show the RIMS director approved these payments following communications from the Accounts Wing on February 8, 2024.

The group also challenged the hiring of supervisors. They claim contractual supervisor appointments violate DoPT guidelines issued on June 14, 2016. Hospital leadership moved forward with a controversial recruitment process on January 20, 2026, despite an initial advertisement published on January 1, 2026. The KCP vows to continue investigating these irregularities and promises retribution against those involved.
