Kohima: The Nagaland Government has slammed the brakes on new hiring and the creation of state posts. The Department of Personnel and Administrative Reforms issued an order on September 14 to enforce these restrictions across all departments and state-run bodies. Officials want to finish a comprehensive rationalization exercise first. The Working Group on Comprehensive Manpower Rationalization, set up July 15, 2026, now has only one month left to wrap up its three-month review.
Departments cannot process new job proposals or fill vacancies without vetting from the Manpower Rationalization Committee. This includes direct hires, contract work, and fixed-pay roles. Agencies like the NPSC and NSSB will stop taking new requisitions immediately. The memorandum states, "Proposals submitted in violation of the instructions will not be processed and proposals already pending consideration are to be returned to the concerned Administrative Department for fresh submission in accordance with the new provisions."
Cabinet approval remains the final word for any exceptions. However, jobs already advertised before September 14 stay on track. Compassionate appointments are also exempt from this freeze. Until the working group reports back, all requests for expanded staff or post upgrades require strict Finance Department clearance.
