Kohima: Kohima officials met September 11 at the Deputy Commissioner’s Chamber to tackle the town’s growing stray dog problem. The streets are messy. Officials cited a surge in dog bites and complaints about canine waste cluttering public footpaths and roads. They want tighter controls on free-roaming animals.
The Kohima Municipal Council previously operated a shelter near the Old Zoo before the COVID-19 pandemic. Public noise complaints forced the site to close. Back then, staff fed the animals and allowed owners to reclaim pets after paying fees. Unclaimed dogs were put up for adoption after one week. The council must now submit a new relocation plan by September 17.
There is no law banning pet ownership in the city. Still, officials insist that owners must keep animals leashed. The meeting highlighted the need for compulsory vaccination and formal registration. To boost public health, the city is exploring ways to bring veterinary services directly to owners. The Society for Prevention of Cruelty to Animals submitted several suggestions to guide future policy.
“The meeting noted that there is no law prohibiting people from keeping dogs as pets, but owners have the responsibility to ensure that their dogs do not roam freely without proper control or a leash.”
Authorities are currently building a reporting system for residents. This may include a dedicated helpline or a WhatsApp group to flag problematic animals. Officials plan to push awareness campaigns at the ward and colony levels to ensure everyone understands their duties.
