Kohima to Impound Unleashed Dogs Starting October 20

Kohima: The Kohima Municipal Council is launching its new dog pound operations on October 20. CEO Alemyapang Longchar issued a formal notice mandating that all pet owners keep their animals confined to their private compounds at all times. Dogs moved outside must remain on a leash. Any animal found roaming streets without one will be seized immediately.

Owners can retrieve impounded animals from the KMC MRF Plant in Lerie. Staff operate the facility on weekdays between 9:00 AM and 1:00 PM. You must bring identity papers to reclaim a pet. The city sets a strict seven-day holding limit for all seized animals. If the clock runs out, the council will rehome the dog or transfer it to an animal welfare organization. "An owner cannot lay claim to his or her dog after the expiry of the maximum holding period," the notice warned.

The penalty structure grows with repeat offenses. The first impoundment costs Rs 2,000, rising to Rs 2,500 for a second offense and Rs 3,000 for a third. Every subsequent seizure adds another Rs 1,000 to the fee. Owners also pay Rs 200 per day for feeding and Rs 100 for grooming. You will also cover medical and immunization costs if you cannot produce proper certificates. Owners face full liability for compensation if an unleashed dog bites someone.
