Kohima Municipal Council to Open New Dog Pound on October 20

Kohima: The Kohima Municipal Council will start operations at its new dog pound on October 20. Chief Executive Officer Alem Yapang Longchar issued a formal notice requiring all pet owners to keep animals inside their compounds or on a leash at all times. Roaming dogs will be impounded immediately.

Owners can retrieve animals from the facility located at the KMC MRF Plant in Lerie. Pick-up hours run from 9 a.m. to 1 p.m. on working days. You must show identity documents to prove ownership. The shelter holds dogs for seven days. Owners forfeit their pets after this window. "An owner cannot claim the dog after expiry of the maximum holding period," the notice cautioned.

Fines scale based on the number of times a dog is caught. The first offense costs Rs. 2,000, the second Rs. 2,500, and the third Rs. 3,000. Each subsequent impoundment adds another Rs. 1,000. Owners also pay Rs. 200 daily for food and Rs. 100 for cleaning and grooming. Veterinary care and immunisation fees are added if necessary. If a dog bites someone while off-leash, the owner is liable for compensation.
