Kohima: District Magistrate B Henok Buchem declared the area around Lok Bhavan a sensitive security zone. The order takes effect October 28, 2026. It stays in place until further notice. The zone covers the National Highway-2 stretch between Box Cutting Junction and Classic Island, plus Ladies Mile Road from Classic Island to Box Cutting Island.
Officials cited potential obstruction of security personnel and threats to public peace. The magistrate noted that “credible information and materials on record indicate” that unauthorized crowds disrupt official duties. Gatherings now require prior permission. This ban bars rallies, meetings, and processions within the zone.
Emergency services, government officials, and security forces remain exempt. Everyone else must follow police instructions or face potential prosecution. The Senior Superintendent of Police will enforce these rules.
This move arrived just as the Naga Youth Movement planned a protest at the same location. The group wanted answers from the Governor regarding the Framework Agreement and the Agreed Position. They previously submitted a memorandum on July 8 and a follow-up on October 13. Neither received a response. The movement ultimately called off their October 28 gathering after an internal assessment.
