Guwahati: Assam’s government is mobilizing welfare recipients to celebrate Prime Minister Narendra Modi. A month-long campaign named Seva Sankalp Abhiyan runs from September 17 to October 17. It marks 25 years of the Prime Minister’s public service. Chief Minister Himanta Biswa Sarma directed the initiative during a September 7 meeting. Cabinet ministers and senior officials attended that session.
Chief Secretary Ravi Kota issued an executive order detailing the plan. The program titled Ashirwad Ka Diya requires recipients of Orunodoi, PMAY-Gramin, PMAY-Urban, and ration cards to light lamps at 7 PM on September 17. The order explicitly describes this as "an expression of gratitude and public blessings" for the Prime Minister. Officials have assigned specific departments to track and mobilize these citizens.
The Finance Department manages Orunodoi recipients. The Panchayat and Rural Development Department handles PMAY-G beneficiaries and SHG members. Housing and Urban Affairs manages PMAY-U, while Food and Civil Supplies handles ration card holders. A central call center will monitor progress. District Commissioners must report daily updates to the Chief Minister’s Office.
The campaign also mandates the creation of reels and videos featuring beneficiaries under the Seva Ki Kahani project. Officials claim these efforts highlight service and empowerment. However, critics point out the blurring lines between state benefits and political loyalty. Welfare is an entitlement based on eligibility, not a personal gift requiring political gratitude.
