Guwahati: Assam Chief Minister Himanta Biswa Sarma hits Jorhat and Sivasagar on September 13 to launch development projects totaling Rs 122 crore. He starts the day at 11 am with a ceremony at the new Integrated District Commissioner’s Office in Cinnamara.
The Cinnamara office acts as a hub for government business. It packs the District Commissioner’s chamber, auditorium, and conference room under one roof. The site also handles treasury, revenue, election, census, and Aadhaar services. Government officials expect this to centralize district administration.
Sarma also opens the Cinnamara Railway Overbridge. This two-lane structure spans 545 metres on the Jorhat-Mariani-Mokokchung Road. It features a 1.5-metre-wide footpath for pedestrians. The Chief Minister will also dedicate a new building for the Luitporiya Mising Higher Secondary School in Jorhat and a fresh girls' hostel at Sivasagar University. A spokesperson for the state government said, "The projects are scheduled to be formally inaugurated at a ceremony at the Integrated District Commissioner’s Office in Cinnamara at 11 am."

The administration dropped Rs 49.22 crore on the new Cinnamara office complex. The facility houses offices for the sub-registrar, food and civil supplies, and the National Informatics Centre. It packs in a 150-seat auditorium, a 60-seat conference hall, and space for 50 KW of solar power. The parking lot accommodates 25 four-wheelers and 150 two-wheelers.
Construction on the Cinnamara rail overbridge ran a bill of Rs 65 crore. Sarma noted the structure kills a long-standing traffic bottleneck, aiming to make unhindered movement the standard across the state. He framed the push as a correction for decades of neglect that stalled the region's growth.
The events kicked off a three-day tour of Upper Assam. Looking ahead, Sarma signaled more work on the horizon, including a modern riverfront park along the Bhogdoi river and a new town auditorium slated for completion within three months.

The total price tag for the day's projects hit Rs 122.20 crore. Sarma confirmed the Luitporiya Mising Higher Secondary School building upgrade cost Rs 3.54 crore. He also credited local Jorhat MLA Hiten Goswami for the proposal to turn the Bhogdoi riverfront into a park.
Sarma framed the infrastructure push as a fix for decades of state neglect. He noted that the government plans to keep building bridges to make traffic-free movement the standard across the state, rather than a rare break for commuters.

Beyond the ribbon-cutting, Sarma shifted focus to a two-day conference of District Commissioners held at the Jorhat Convention Centre. This session marks the first gathering of the state's DCs since the new government formed in May. The meetings aim to lock in strategies for field-level governance and ensure state and federal schemes hit their marks for the average citizen.
Discussions at the convention centre prioritize fixing public grievances, streamlining revenue administration, and tightening law and order protocols. The sit-down follows a recent meeting of senior police officials in Golaghat, where the administration committed to standing up an Anti-Narcotics Task Force to combat the state's drug problem.

Following the district conference, the state government moved to clean up the roads. Sarma announced on Monday that Registered Vehicle Scrapping Facilities now fall under the state industrial framework. The policy aims to formalize how the state handles aging, unfit vehicles by providing a structured system for dismantling and recycling.
Officials expect the move to drive investment into specialized recycling plants and create jobs in the sector. By linking the scrapping of old cars to industrial development, the state hopes to curb emissions and manage environmental waste through a regulated, scientific disposal network.

Beyond the industrial shift, the administration notched a win against illegal trade. Police acting on tips in Abhayapuri, Bongaigaon district, intercepted a shipment of 82 cattle and seized two vehicles. Two animals were found dead at the scene. Sarma vowed to track down everyone involved and pursue legal action, stating that attempts to evade the law will not succeed.
Regarding the new vehicle scrapping policy, the government aims to recover usable components and recyclable materials through authorized centers. The move serves as a push for scientific disposal of old fleet units while setting the stage for specific incentives and eligibility criteria that will dictate how these facilities operate under the state framework.

Beyond the industrial push, Sarma is shifting his sights to space technology. He plans to launch the AssamSAT satellite and open a Centre for Space Entrepreneurship in Guwahati. The administration aims to use satellite data as a force multiplier to handle resource mapping, disaster monitoring, and development planning across the state.
Sarma said: "Space tech can be a force multiplier for Assam, from mapping resources to monitoring disasters and improving planning." The initiative intends to build a local hub where young innovators can craft space-based tools to solve domestic problems.
