Gangtok: The Sikkim government opened its four-day Budget session on Monday, July 20, by introducing six legislative bills. Lawmakers plan to debate and vote on these measures throughout the remainder of the session. The proposals touch on healthcare, education, and business regulatory standards.
Ayush Minister G.T. Dhungel brought forward the Sikkim Medical Council for Indian System of Medicine Bill, 2026. This bill aims to set up a statutory council to regulate practitioners of Ayurveda, Yoga and Naturopathy, Unani, Siddha, Sowa Rigpa and Homoeopathy across the state.
Education Minister Raju Basnet tabled three bills of his own. He presented the Sikkim Private Universities (Establishment and Regulation) (Amendment) Bill, 2026, to revise the 2025 law. He also introduced the Board of Open Schooling and Skill Education Sikkim (Amendment) Bill, 2026. This measure aligns local frameworks with the National Education Policy. Furthermore, the Board of Open Schooling and Vocational Education, Sikkim Bill, 2026, seeks to facilitate the establishment of a private open schooling board.
Chief Minister Prem Singh Tamang introduced the National Council for Skill Education, Sikkim (Repealing) Bill, 2026. This proposal wipes the 2023 legislation regarding skill education off the books. Finally, the Chief Minister tabled the Sikkim Fire and Emergency Services (Amendment) Bill, 2026. Officials say the bill aims to "decriminalise minor regulatory offences, simplify compliance requirements and improve the ease of doing business."
