Itanagar: Police in West Siang, Arunachal Pradesh, registered an FIR after a disturbing video of a dog being killed hit social media. The footage shows a white dog hoisted by a rope around its neck while two men strike the animal with a stick.
PETA India pushed for the investigation by contacting the local Superintendent of Police. Officers filed the case under Sections 3(5) and 325 of the Bharatiya Nyaya Sanhita, 2023, alongside Section 11 of the Prevention of Cruelty to Animals Act, 1960. Section 325 carries a potential five-year prison term, a fine, or both for killing or maiming an animal. Section 3(5) pins joint criminal liability on everyone involved in the act.
Sreekutty Bennet, PETA India Lead Cruelty Response Officer, applauded the move. "Violence against an animal often leads to crimes against other animals or humans," Bennet said. She gave credit to West Siang Superintendent of Police Kardak Riba and Kurung Kumey Superintendent of Police Bomken Basar for ordering the case file.
PETA India is now calling for psychiatric evaluations for the suspects. They point to research in the Forensic Research and Criminology International Journal suggesting abusers often move on to commit other violent crimes.
