Imphal: The National Research Centre held its 31st Foundation Day at the Ojha Sanajaoba Memorial Lecture Hall, situated across from Manipur University in Thongju. Academics, legal experts, and human rights activists gathered for a talk concerning pre-statehood legislation and its grip on current affairs. Former Dhanamanjuri University Vice-Chancellor Prof. N. Rajmuhon Singh served as Chief Guest, while NRC president Thongam Ajit led the proceedings.
Dr. Sapam Dilipkumar Singh of Manipur University analyzed the state’s constitutional standing. He scrutinized the Manipur Land Revenue and Land Reforms Act and Article 371C, noting friction between state and federal authority. He specifically examined the derogation of state powers. Meanwhile, Dr. Nameirakpam Brajakanta Singh from Dhanamanjuri University challenged the push for separate systems. He argued that any durable political arrangement in Manipur must accommodate the “other” within the broader idea of a composite Manipur.
Human rights advocate Babloo Loitongbam scrutinized the Armed Forces Special Powers Act. He detailed the legal roadblocks that block the prosecution of security personnel for crimes committed under the shadow of that law. Prof. Ladu Singh, formerly of Bodoland University, contributed observations on the broader legislative theme.
Prof. N. Rajmuhon Singh closed the session by linking political stability to broader modernization. He insisted that the state requires advancement in science, technology, and innovation to secure its future. Thongam Ajit provided final remarks before the event finished with a formal vote of thanks.
