Guwahati: The North Cachar Hills Autonomous Council passed a 1,232.56 crore budget for the 2026-27 financial year. The decision followed a two-day special session held at the NCHAC headquarters in Haflong. Council Chairman Mohet Hojai announced the unanimous passage of the estimates presented by Executive Member for Finance Donphainon Thaosen.
State support remains the backbone of the plan. The Assam government provided 889.75 crore under Grant No. 77. This figure covers 592.94 crore in establishment expenditure and 296.81 crore spread across State-Owned Priority Development, Centrally Sponsored Schemes, and other heads. The state also added a 50 crore special grant to the council.
Clearing payroll is a primary goal. The council set aside 231 crore under SOPD and an additional 34 crore as grant-in-aid to pay pending salaries and gratuities for staff, including Class I and II officers. Council coffers also hold an unspent balance of 646.99 crore from previous schemes, including the 15th and 16th Finance Commissions.
New infrastructure and local needs received specific attention. Officials earmarked 10 crore to build Dimasa Bhawan in New Delhi and 30 crore for the Members of Autonomous Council Development Fund. Chief Executive Member Debolal Gorlosa plans to boost the local revenue base through taxes, forests, mines, and transport to hit a projected 114.90 crore in receipts. He said, "The Council would utilise the allocated resources prudently to accelerate the welfare and development of the region."
Focus shifts to the future. Investments in education, sports, and tourism will drive long-term growth. The budget estimates 342.81 crore in revenue expenditure to cover salary and non-salary requirements for various council departments.
