Nagaland Unveils Digital Building Permit System and Municipal Website

Kohima: Nagaland officials gathered at Hotel de Oriental Grand in Kohima on August 6 and 7 to finalize the state’s Online Building Permission System. The Directorate of Municipal Affairs hosted the session alongside the Town and Country Planning Organisation and the National Informatics Centre. Planning is moving fast. The government aims to digitize construction permits across the state.

Zhaleo Rio, Advisor for Urban Development and Municipal Affairs, launched the department's new official website during the event. This portal serves as a hub for the state’s 39 Urban Local Bodies. It hosts contact details, regulations, and mandated audited accounts. Transparency is the goal. Public access to these records is now a requirement to secure finance commission grants.

Technical experts from NIC Meghalaya and the Town and Country Planning Organisation led hands-on training sessions. They walked participants through CAD layer conventions, digital drawing formats, and electronic signing procedures. These tools must integrate with the Draft National Building Bye-Laws 2026. Experts also focused on aligning these rules with the state's proposed e-Development Control Regulations.

Zhaleo Rio emphasized the importance of strict regulatory oversight during the rollout. “All developmental activities need to be properly regulated, based on proper Building Bye-Laws, to ensure proper air and light between buildings, as well as to allow good drainage,” Rio said. He noted that the Nagaland Building Bye-Laws 2026 are currently in their final stages.

Sudeep Roy of the Town and Country Planning Organisation highlighted how the Ministry of Housing and Urban Affairs is pushing the NE-OBPS initiative to modernize northeastern states. The workshop wrapped up with a clear roadmap for testing and launching the digital permit platform.
