Nagaland Government Moves to Resolve RMSA Teacher Pay Dispute

Kohima: The Nagaland government assured the Gauhati High Court on August 20 that it will place the RMSA teacher pay and arrears dispute before the State Cabinet. The move aims to secure formal approval to comply with court directives. Justice Yarenjungla Longkumer scheduled the next hearing for September 29, noting that officials from the Department of School Education and Samagra Shiksha Nagaland are excused from appearing until then.

A Division Bench granted the Union government and CIH authorities two months to regularize two contractual employees at the Central Institute of Horticulture in Medziphema. The court acted following a failed Supreme Court challenge by the government. The judges relied on the 2026 Bholanath ruling regarding long-term contractual work. The bench stated, "The Division Bench made it clear that no further extension would be allowed."

Justice Khaund ruled in favor of a retired NAP constable seeking an invalid pension. The court rejected the state's argument that the man lacked the required 10 years of service. It held that executive instructions cannot override Rule 38 of the CCS Pension Rules. The Director General of Police must process the claim within four months.

Litigation continues regarding National Highway projects. The state and NHIDCL filed status reports on NH-29 work, including the Jotsoma bypass and Package-III. The court expects a compliance affidavit on land disputes for NH-329A. Meanwhile, the government filed an affidavit opposing the Angami Public Organisation and Nagaland Tribes Council PIL regarding 2025 indigenous inhabitant notifications. That case returns September 23.

A Division Bench dismissed an appeal by 22 social welfare officials challenging the regularisation of Child Development Project Officers. The judges cited significant delays and lack of standing. Separately, the court extended an interim order in the criminal case involving former Nagaland University professor Sarat Chandra Yenisetti until September 18.
