Imphal: The Joint Committee for Protection of Handlooms and Textiles Directorate, Manipur, is taking aim at the state government. They want a total withdrawal of the August 28, 2026, Gazette notification. This order lets Manipur Civil Service officers snag the Director role. The committee says this move kills the technical standard of their department.
They met Chief Minister Yumnam Khemchand Singh today. They told him the change breaks the Recruitment Rules from May 6, 2022. Those rules clearly state that only people with a technical background can lead. The committee argued that the post must go to a Joint Director with a specialized degree in Handloom and Textile Technology. They aren't backing down. "The inclusion of MCS officers would adversely affect the promotional prospects of technical personnel who have served in the department for years," the committee stated.
The policy shift threatens the careers of over 1,200 qualified youths. It also blocks the path for more than 50 Joint and Deputy Directors currently in the system. The committee claims the government skipped mandatory consultations and approvals before printing the new rules. They want the 2022 framework back in place immediately. If the state refuses to pull the notification within 15 days, the committee plans to haul the matter before the High Court of Manipur for legal intervention.
