Imphal: The Kuki Chiefs’ Association of Tengnoupal district has blocked plans for the 11th Indian Reserve Battalion headquarters in Saivom village. They demand a full halt to the project until the region finds lasting peace. Tensions are running high. The Manipur Police Housing Corporation Limited issued the tender on August 12, 2026, targeting a build that includes a mount barrack, a standard barrack, and a police store.
Officials set the contract value at Rs 39,43,838, requiring an earnest money deposit of Rs 78,900. Bids remain open until August 20. Local leaders claim the government ignored residents and civil society groups when planning the site. The association insists that no new military or paramilitary installations should move forward while Manipur struggles with current unrest.
The KCA warned the state and any potential contractors that they will face consequences for ignoring local grievances. They maintain that the government is choosing to ignore the people on the ground. The group vowed that local civil society organizations would physically stop any work on the site. As the KCA stated, "Even if any work tender is issued to any contractor, the CSOs of Tengnoupal district will not allow the execution of the work."
Leaders believe that rushing infrastructure projects now will only increase regional division. They insist that the government is responsible for any untoward incidents that arise if work begins. The project remains in a state of deep uncertainty.
