HSPDP Youth Wing Seeks Joint Committee Review of FCRA Bill

Shillong: The Hills State People’s Democratic Party Youth Wing is demanding a Joint Parliamentary Committee review for the proposed Foreign Contribution Regulation Amendment Bill of 2026. The central body issued a statement on Thursday warning that the legislation threatens churches, minority institutions, and various charitable groups. It urged the Meghalaya government to pressure the Union Government to halt the fast-track passage of the bill in the current parliamentary session.

The youth wing argues the bill gives too much power to the executive branch. This could kill the autonomy of religious and charitable groups. The proposed amendments allow a government-appointed Designated Authority to take over, supervise, or sell institutional assets. This applies if an organization loses its FCRA registration through cancellation, non-renewal, or deemed cessation. The organization warns that schools, orphanages, and hospitals built over a century through local and foreign support are now at risk.

Critics also hit the bill for its vague language regarding proselytisation. They fear arbitrary enforcement against legitimate humanitarian work. The group specifically noted that provisions allow state control over assets only partly funded by foreign sources. The youth wing stated, "The Bill in its present form grants excessive powers to the executive that could undermine the autonomy of charitable and religious institutions."

Legal concerns loom large. The party claims the bill clashes with Articles 25 and 26 of the Constitution regarding religious freedom. They also cite Articles 29 and 30 which protect minority rights to run educational institutions. The group wants a formal probe to hear from stakeholders, constitutional experts, and North East representatives to ensure fundamental rights remain intact.
