Imphal: The Federation of Haomee is pushing the Manipur government to start a National Register of Citizens. They say the state does not need the center to give the green light. The group argues that the state already holds the legal power to get the job done.
Publicity Secretary Dr. Huiremcha Henba released a statement blaming the 1951 collapse of the Pass and Permit System for the current mess. Commissioner Himat Singh scrapped the rules on November 18, 1951, after Manipur joined the Indian Union. Dr. Henba says this opened the floodgates. Migrants from Myanmar and Bangladesh arrived in droves. He claims some even hold seats in the Manipur Legislative Assembly today. This threatens the local population.
Governments failed to act for decades. Deals inked in 1990 and 1994 to find and deport illegal immigrants never stuck. State leaders ignored the agreements. Now, the federation wants results. Dr. Henba points to an April 13, 2026, communication from the Ministry of Home Affairs to back his claim. He says, "the powers conferred upon the Central Government under the Immigration and Foreigners Act, 2005, to detect illegal foreign nationals, regulate their movement and deport them have been delegated to all State Governments and Union Territory Administrations, including the Government of Manipur, through MHA Notification No. S.O. 3998(E) dated September 1, 2005, under Section 28 of the Act."
