Shillong: East Khasi Hills district administration launched a fresh push to enforce the Meghalaya Residents Safety and Security Act on Tuesday. Deputy Commissioner Abhilash Baranwal held two meetings at the district conference hall to coordinate with traditional heads, urban representatives, Dorbar Shnongs, Dorbar Raids, and Elakas. This marked the first formal engagement between the administration and traditional chiefs regarding the law. The goal is simple. Get every tenant in the district registered regardless of their background.
Baranwal explained that while Dorbar Shnongs have participated in past discussions, the inclusion of traditional chiefs aims to tighten oversight in rural and suburban areas. "Our focus is on ensuring that all tenants, irrespective of their ethnicity, religion or permanent residence, are registered as mandated under the Act," he said. The administration also reviewed progress in 16 pilot localities. These sites currently use government-provided laptops and internet connectivity to manage digital tenant records.
Participants suggested several practical improvements to the online system. These include a mobile application for easier access, allowing Rangbah Dongs to enter portal data, and creating downloadable spreadsheets for faster information sharing with the police. Baranwal confirmed these recommendations will go to the state government. He emphasized that the district will continue tracking real-time registration data through an online dashboard shared with the Superintendent of Police.
The administration relies on zonal magistrates to visit localities and push for compliance. Baranwal noted that some areas perform better than others and ownership must come from the local level. He declined to comment on pending federal amendments or debates over the adequacy of the current law. He maintained that the government’s instruction remains clear: enforce the existing Act and support local authorities with technical training.
