Kohima: Diphupar Village Council officials issued a 15-day ultimatum to the state government over allegations of missing flood mitigation funds. The council claims two projects worth Rs 7 crore under the 2025-26 Special Assistance to States for Capital Investment (SASCI) scheme were never built. The projects include a Rs 4 crore restoration of flood damage at K Khel Diphupar A and Rs 3 crore for flash flood mitigation along the Airport Road connection.
Council member BE Winnerson Lotha produced a Finance Department document from January 15, 2026, showing the funds should have been used by March 31, 2026. The ground remains empty. K Khel Gaonbura Pukhalu Awomi challenged the government to explain the lack of progress. “With such an amount sanctioned for our (K) Khel, has any work been done or not? We want to know who the contractor is,” Awomi said.
The village faces significant soil erosion risks. GB Tohovi Sumi noted that local authorities restricted excavation near the Chathe River bridge back in 2017 to protect the banks. Despite these warnings, erosion continues to destroy homes and displace families. Former council member I Wati Lemtur questioned why the state failed to implement federal safety plans designed to protect residents from monsoon damage.
The council demands the identities of the contractors and full project details. Failure to provide this information by August 25 will trigger a total blockade of the Dimapur to Chümoukedima 4-lane stretch of NH 229. The village also plans to file a formal Right to Information request to track the missing money.
