Opposition Walks Out of KHADC Over Blocked Service Rules Debate

Shillong: Opposition members walked out of the Khasi Hills Autonomous District Council on Friday following a dispute over the newly introduced 2026 Service Rules. The disagreement occurred on the final day of the Summer Session after Chairman Strong Pillar Kharjana refused to allow a floor debate on proposed amendments to the draft regulations.

Leader of the Opposition Titostarwell Chyne requested to address specific changes he wanted included in the document. He argued that the draft failed to adequately address the interests of council employees and raised concerns regarding the vague definition of the Chairman's authority. Chyne pushed for a full discussion, stating, "Amendments accepted by the Chair for consideration should not later be denied debate."

Chairman Kharjana rejected the request, explaining that because the proposed amendments were already submitted in writing and officially recorded, they did not require further floor discussion. He maintained that he would not entertain debates he deemed lacking in substance. As the majority of the House supported the Chairman's ruling, the motion to discuss the changes failed. The opposition staged a walkout in protest, while the council proceeded with its remaining scheduled business.
