Imphal: Manipur officials moved to overhaul state benefits and expand local education. Meeting at the Secretariat in Mantripukhri on Thursday, the Cabinet authorized the transfer of four acres of government land at Wabagai, Revenue Village No. 66, to the Directorate of Education for a new Kendriya Vidyalaya. Kakching district has lacked a Kendriya Vidyalaya since its formation in 2016. Officials say the school will cut costs for local families.

Chief Minister Yumnam Khemchand Singh chaired the session. Deputy Chief Minister Nemcha Kipgen joined via video link. Home Minister Govindas Konthoujam, Deputy Chief Minister Losii Dikho, and Art and Culture Minister Kh. Loken Singh also attended. The Chief Minister stated the group reviewed various public welfare initiatives. He noted, "The meeting reviewed developmental activities and public welfare initiatives."

The Cabinet cleared the Manipur Civil Services (Implementation of the Unified Pension Scheme under the National Pension System) Rules, 2026. These rules start April 1, 2026. They cover staff appointed on or after January 1, 2005. Employees can swap market-linked pensions for an assured payout. Workers hitting 25 years of service get a full monthly pension plus a lump sum. Those with 20 years get proportionate pay. Employees contribute 10 percent of basic pay and dearness allowance, while the state kicks in 18.5 percent. Staff must decide by December 31, 2026.

New gratuity rules passed too. The Manipur Civil Services (Payment of Gratuity under the National Pension System) Rules, 2026, also take effect April 1. These provide retirement and death gratuity benefits for those under the National Pension System. Previously, no statutory provision existed for gratuity payments to those hired after January 1, 2005. The framework mirrors central government rules from 2021.
