Shillong: KHADC Chief Executive Member Winston Tony Lyngdoh is accusing the Opposition of sabotaging the 2026 Service Rules Bill. This legislation aims to formalize the council workforce after 65 years of administrative chaos. It could finally end the era of backdoor appointments and political patronage.
The feud escalated after the recent Summer Session. Opposition Leader Titostarwell Chyne pushed to delete the entire bill. Lyngdoh called this a wrecking amendment meant to kill the reform. He maintains that if the Opposition disliked specific parts of the bill, they should have proposed clause-by-clause changes.
"If there were concerns regarding certain provisions, the Opposition could have suggested clause-by-clause amendments for debate," Lyngdoh said. He praised Chairman Strong Pillar Kharjana for blocking the attempt to scrap the legislation. Lyngdoh claims such a move is unprecedented in the council history.
Chyne fired back at the accusations. He insists the Opposition exists to hold the government accountable. The Opposition leader argued that questioning any executive proposal is a standard democratic duty. He denies his actions were a personal attack against the executive committee. The council now sits at a crossroads. The outcome will decide if the institution adopts merit-based hiring or stays stuck in its old, messy ways.
