Assam Cabinet Approves New Satellite City Authority and Tightens IAS Deputation Rules

Guwahati: The Assam Cabinet, led by Chief Minister Himanta Biswa Sarma, has greenlit the establishment of the Guwahati Satellite Cities Development Authority. This new organization will manage urban planning and infrastructure development for townships surrounding Guwahati, which currently faces significant pressure from rapid population growth.

By shifting focus toward structured urban expansion outside the core city, the government aims to reduce congestion and develop new residential hubs. Officials indicated the initiative will support long-term regional growth by creating essential urban services and networks in areas adjacent to the city.

In a move to increase administrative control, the Cabinet also revised rules for the deputation of senior government officers. Members of the All India Services, including IAS officers, must now secure prior Cabinet approval before obtaining a No Objection Certificate for central or state-level transfers. According to the government, the "revised policy is intended to bring greater scrutiny and control over the transfer and deployment of senior bureaucrats," with the ultimate goal of strengthening oversight across all departments.
