Guwahati: The Assam Cabinet announced a significant pay boost for state employees and pensioners on Friday, raising the Dearness Allowance and Dearness Relief from 58 percent to 60 percent. This two-percentage-point increase benefits over eight lakh individuals, including serving staff, retirees, and family pensioners.
Legislators also received a boost as the government sanctioned an increase to the MLA Local Area Development allocation. Each MLA will see their annual funding rise from Rs 1 crore to Rs 1.5 crore for the 2026-27 financial year, with a further increase to Rs 2 crore starting in 2027-28. New guidelines permit 10 percent of these funds to be used for community, educational, and disability-support equipment.
In a move to foster regional growth, the cabinet declared Dibrugarh the state's second capital region. The newly formed Second State Capital Region Development Authority will manage urban expansion within a 20-kilometer radius of the Dibrugarh Capital Complex. The government has allocated Rs 500 crore to support infrastructure projects in this new development zone.
Beyond fiscal measures, the cabinet updated service rules for provincialized schools. Officials stated the changes to the Assam Secondary Education (Provincialised Schools) Service (Amendment) Rules, 2026, were intended to "regulate the promotion process for serving Grade IV employees to Grade III positions, ensuring a more structured and transparent system of career progression."
