Arunachal Set to Overhaul State Government Hiring Rules

Itanagar: The Arunachal Pradesh government is moving to kill its 80:20 recruitment ratio. Skill Development and IPR Minister Nyato Dukam confirmed the move on Monday, August 10. The state Cabinet expects to review the draft proposal on August 13.

Dukam leads the High-Powered Committee tasked with fixing the state's hiring policy. The group finalized the draft after talks with legal experts and the All Arunachal Pradesh Students' Union. "The draft has been approved after today's meeting with all the stakeholders. It will now be placed before the state Cabinet for discussion and final approval," Dukam said.

Current rules reserve 80 percent of government jobs for tribal residents. The remaining 20 percent are open to all eligible applicants. The new framework aims to tighten job protections for indigenous Scheduled Tribe candidates. It requires all applicants to hold a Permanent Resident Certificate and an Arunachal Pradesh Scheduled Tribe certificate. Officials also weighed adding a local dialect test for prospective hires.

Pressure is mounting fast. The All Arunachal Pradesh Students' Union demanded the policy shift and set an August 15 deadline for action. Failure to act will trigger a 12-hour statewide bandh on August 17. The state Cabinet now holds the final say on the future of these jobs.

The People's Party of Arunachal (PPA) has joined the fray, publicly backing the AAPSU demand to make APST, PRC, and indigenous dialect knowledge mandatory requirements for government jobs. The state's oldest regional party is urging the Pema Khandu government to adopt the committee's recommendations and issue formal orders to the Arunachal Pradesh Public Service Commission and the Staff Selection Board.

The PPA claims this shift would boost local confidence and serve as a landmark change for the state's hiring system, noting that these requirements should have been standard practice from the start.
