Itanagar: Arunachal Pradesh officials finalized new hiring rules for all government jobs on August 26. The state now requires a valid Permanent Residence Certificate and an Arunachal Pradesh Scheduled Tribe Certificate for all direct recruitment. This applies to every state department, public sector undertaking, autonomous body, and local agency. The rules cover Group A, Group B, and Group C roles.

Job seekers must now prove they can speak an indigenous tribal language. The state will hold a proficiency test for new hires. Workers must clear this test within three years or face penalties. Employees who fail the exam will see their annual increments and promotions frozen. The government ordered the Arunachal Pradesh Public Service Commission and the Staff Selection Board to update all future advertisements immediately.

The All Arunachal Pradesh Students’ Union cheered the move. Meje Taku, president of the union, said the notification reflected the union's longstanding demand and urged recruiting agencies to ensure that the provisions are implemented fully in recruitment exercises. Taku warned that the group will start an agitation if agencies try to ignore or dilute these standards.

These rules follow an August 13 cabinet decision. The Department of Administrative Reforms and Training issued the formal order. It is now official policy throughout the state.
