Itanagar: The All Arunachal Pradesh Students’ Union is backing the Arunachal Pradesh Public Service Commission on new job criteria. The Commission now requires a Permanent Residence Certificate, an Arunachal Pradesh Scheduled Tribe certificate, and knowledge of an indigenous tribal language for 155 gazetted technical posts. These vacancies span agriculture, horticulture, animal husbandry, veterinary, and textile departments.
The state Cabinet greenlit these rules on August 13. The Administrative Reforms and Training Department issued a follow-up notification on August 26. This mandate applies to Group-A, Group-B, and Group-C government roles. APPSC listed these conditions in its advertisement for the Common Recruitment Examination for Group-A and Group-B Gazetted Technical Posts-2026, Part-I.
AAPSU president Meje Taku praised the move. He said, "This is what our people have been demanding for years — that recruitment into government service must first protect the sons and daughters of this soil. We welcome this decision by the APPSC and the state government."
Taku warned that these rules cannot be a one-time thing. He expects these standards to become the permanent norm for every department in the future. General secretary Tator Mato Bui noted the policy mirrors a 13-point memorandum sent to Chief Minister Pema Khandu. The students’ union remains vigilant. They will monitor the APPSC and the Arunachal Pradesh Staff Selection Board to ensure the government applies these requirements across all future recruitment.

These new requirements stem from the union's previous engagement with a high-powered committee tasked with reviewing recruitment issues. The government directive issued on August 26 mandates that both the APPSC and the Arunachal Pradesh Staff Selection Board incorporate these conditions into their formal service rules, rather than just using them for individual advertisements.
